2010 Data


2010 Amended Population (Prisoner Adjustment)
Part XX of Chapter 57 of the Laws of 2010 directed the Task Force to adjust the Census for state and local redistricting purposes by removing Federal and State prisoners from where they were incarcerated on April 1, 2010. State prisoners were re-assigned to their residence of record prior to incarceration. Federal prisoners were subtracted from the state total and are not re-assigned. In accordance with this law, the Task Force will use these adjusted data in the creation of new State Senate and State Assembly districts.

Do NOT use the 2010 Amended Population file for Congressional redistricting. Use the 2010 unadjusted Census data files.


2010 Census, Vote and Enrollment Data (Unadjusted P.L. 94 - 171)
These files include New York State's local Boards of Election data at the Voting Tabulation District (VTD) level, the County level, the Minor Civil Division (MCD) level and state level for 2006, 2008, 2009 and 2010 elections joined to 2010 census data.

Supporting technical documentation is also included.


These files identify, by county, which 2008 Election Districts (EDs) are within each 2010 Voting Tabulation District (VTDs).

These files show how over or under populated the current (2002) districts are based on the 2010 census results.



The Citizen Voting Age Population (CVAP) by race and ethnicity file is a special tabulation that the Census Bureau produced for the U.S. Department of Justice. It is a subset of data from the American Community Survey (ACS) 2005-2009 5-year file, released in December 2010.

There are two challenges regarding this file. First, the data were created with 2000 geography. The next CVAP release, in December 2011, will use 2010 geography. Second, since the data come from a sample (rather than from a 100% count, like the PL data), all figures are estimates with associated margins of error.
